I Was Too Quick Too Judge

Came across a car stopped in the lane and looking through the car I could see that the car in front had stopped as well and that the driver was using their phone. Glancing to the side I noticed that the car's left indicator was on and that it was moving forward. I suspected that this was just another driver on their phone oblivious to what's going on. As I rode past, the other car that was stuck behind was also frustrated and honked their horn as they went past.
It wasn't until I got in front of the stopped car that I noticed their hazard lights were now on - my heart dropped, and I felt like a right idiot. Went back to check if everything was alright and then offered to push the car off to the side. Even as I was doing this more drivers were quick to honk their horn in frustration.
Now I was just near the end of a four and a half hour climbing ride and had already had four other incidents, including a collision (see earlier videos - check the date and times), so my legs were well spent, but managed to push the car to the side of the road. In all the time I was there, no one stopped or offered to help even when I was obviously struggling to push the car.
Disappointed with my initial reaction but disheartened by the rest of the publics lack of action.
