Deliberate punishment pass by Mazda IQA5XC

At around 11am on 6 April 2021, riding East along Canterbury Road in Vermont (near Hertz, approximately 405 Canterbury Road) I was close passed by a P-Plate driver who took no action to avoid me and honked as he passed. I was using a rear-facing red light to make myself visible and the sun was shining. I recorded the incident on my camera (noting that the time stamp is inaccurate but I do have a GPS record of my position) The car was a silver Mazda sedan, registration IQA5XC as is visible in the footage. There were two people in the car.
