BF81SA Driver has a vacant lane in which to overtake but prefers to make an unlawful close pass

Smart riders control the lane in this section of road to avoid close passes due to the road having very narrow shoulders and to avoid edge hazards like branches and in the case of this video, pedestrian(s) who sometimes walk along the shoulder.

Most drivers understand what it means when a rider is riding in the middle of the lane and pass completely in the next lane but this is the first time a driver has deliberately chosen to make a close pass in this particular section of multi lane road. I'm not surprised the driver appears to be a retiree, some older drivers can be rather nasty anti-cycling bigots.
